Five regional police chiefs have joined together to form a regional mental health collaborative to help their respective communities access a full spectrum of services and programs.
The Front Line Initiative was started in 2016 and went through an expansion and rebranding in March 2020 after receiving a grant from the Department of Justice Bureau of Justice Assistance (BJA). The Initiative is available for members in the Chelmsford, Billerica, Dracut, Tewksbury and Tyngsborough communities. The program provides direct connection to holistic, trauma-informed behavioral health and substance use services and resources for prevention, crisis response and recovery.

“We’re committed to pursuing every possible avenue to better serve the people in our community struggling with mental health and substance use disorders,” Chelmsford Police Chief James Spinney said. “I’m grateful for the opportunity to join this collaborative effort with our local law enforcement partners and am optimistic about the impact it will have on our respective communities.”
The Initiative helps to provides residents with access to:
- Mental Health Clinicians
- Peer Recovery Coaches for those struggling with substance use
- Licensed Drug and Alcohol Clinical Interns
“We are working with experts and professionals in the mental health and substance use recovery field,” Dracut Police Chief Stephen Chaput said. “We’re grateful to have their support, which plays a vital role in the overall success of this collaborative program.”
The Initiative also provides services such as:
- Teletherapy
- Phone Follow-up
- Individual and Group Recovery Services
- Substance Use Prevention Education/Services
- Case Management/Referral Services
- Access to Crisis Care
- General Supports
“Today’s law enforcement is more trained and better equipped than ever,” Tewksbury Police Chief Ryan Columbus said. “This approach to mental health and substance use disorders is about helping people who are suffering. We are committed to serving all of those who need our services; this approach is the model as we look towards the future. We are excited to be a part of this collaborative and look forward to being a continued resource for our community.”
“We are fortunate to be able to provide around the clock careand help for our residents in need,” Tyngsborough Police Chief Richard Howe said. “It’s critical that individuals with behavioral health and substance use disorders are supported in accessing the appropriate treatment and recovery services.”
