ALBANY – Travelers from 35 states and territories will now have to quarantine upon arriving to New York, New Jersey and Connecticut after five states were added to their joint travel advisory Tuesday morning.
Nevada, Rhode Island, Wyoming, Minnesota and Arizona were the latest to make the tri-state quarantine list, having surpassed 10 average daily COVID-19 cases per 100,000 residents in the last week.
The additions highlight the on-again, off-again nature of the travel advisory, which allows for states to easily move on and off the list as their coronavirus cases ebb and flow. States can also qualify if 10% of their COVID-19 tests come back positive over seven days.
Of the five states added Tuesday, all but Wyoming had been subject to the quarantine requirement at some point earlier in the year before falling off.
Since the travel advisory was first issued in late June, New York's Department of Health has calculated the list each week on behalf of New Jersey and Connecticut. The results are announced each Tuesday.
Now, travelers from 33 states — including Florida and Texas — and two territories (Puerto Rico and Guam) will be required to self-quarantine for 14 days when they arrive in New York, New Jersey or Connecticut, unless they are performing essential work or passing through during travel for less than 24 hours.
In a statement, New York Gov. Andrew Cuomo said the expanding quarantine list is a "clear example of the continuing extent of the COVID crisis in America."
"The virus' spread across the country — new cases have increased more than 15 percent in the last 10 days — makes it all the more urgent that we stay vigilant here at home," Cuomo said.
Six states, including California, were removed from the travel advisory last week.
New York, New Jersey and Connecticut all have their own enforcement methods and requirements for the travel advisory.
In New York, for example, air travelers are required to fill out a form detailing their recent travel and contact information for where they will be isolating. Failure to do so can draw a $2,000 fine.
The travel advisory, which also applies to New York, New Jersey and Connecticut travelers who visit a state on the list and return home, has a particular impact on states in the Northeast.
Rhode Island, which borders Connecticut, had been on the list once before in August, but only for a week.
In a statement, Rhode Island Department of Health spokesman Joseph Wendelken said leaders in each state were making decisions that they felt were in the best interest of their residents — but noted that Rhode Island tripped up on the total number of cases, not on the percentage of people testing positive.
Rhode Island's positive COVID-19 cases were fueled in part by an outbreak among off-campus students at Providence College.
“We are the only state with a dedicated, centralized K-12 testing system, and we have a very high proportion of college students in Rhode Island, almost all of whom are being tested," Wendelken said. "Our aggressive testing strategy is key to our overall response as it allows us to quickly quarantine exposed individuals and prevent further transmission, but it does also result in comparatively higher incidence rates."
COVID-19 cases, meanwhile, increased over the last week in New York, though the state still had the fourth lowest number of daily average cases per capita in the country.
As of Monday, New York had about four average daily positive cases per 100,000 residents over the prior week, the first time the state had broken that mark since June 12, according to a USA TODAY Network analysis of data collected by The COVID Tracking Project.
Only New Hampshire (2.5 per 100,000 residents), Maine (2.2) and Vermont (0.5) fared better for the week ending Monday, the data show.
At the height of New York's COVID-19 crisis in April, the state experienced more than 45 average daily cases per 100,000 residents.
