Bears Cut Five Cornerbacks, Free Agents Who Could Replace Them

Exploring cornerbacks who Bears could target after cut day originally appeared on NBC Sports Chicago

The NFL cut deadline has come and gone, and the Bears have set their initial 53-man roster. There were some interesting storylines that emerged throughout the day, like Rodney Adams earning a job with the team after spending last season on the practice squad, or Ryan Pace and Matt Nagy’s decision to carry seven inside linebackers. But arguably the one thing that garnered the most attention was the decision to whittle the cornerback position group all the way down to only four players. Over the course of the day, Desmond Trufant, Artie Burns, Thomas Graham, Jr., Tre Roberson and Dionte Ruffin were all waived or released, leaving only Jaylon Johnson, Kindle Vildor, Duke Shelley and Xavier Crawford on the roster.

It is important to note that the Bears needed to carry Teven Jenkins on the initial 53-man roster to avoid placing him on season-ending IR. But Jenkins will shortly go on the IR with a designation to return, opening up a roster spot almost immediately. That newly vacated roster spot could be used to bring back a cornerback, or even safety Marqui Christian who spent some time working as a slot corner.

Even after that move, however, Pace’s work may not be done in the secondary. He and his team will spend a lot of time Tuesday night poring over the list of players cut across the league, searching for guys who could come in and improve the cornerback group.

One of those players may be Jimmy Mooreland who was surprisingly let go by the Washington Football team early Tuesday morning. According to NFL’s NextGen Stats, Mooreland was the third-most successful nickel corner in pass coverage last season, and he’s a proficient open-field tackler as well. Or there could be a reunion with Cre’Von LeBlanc. He was cut by the Dolphins and last played for the Bears in 2017. Back then defensive coordinator Sean Desai was a defensive quality control coach, so he’s familiar with LeBlanc. The Buccaneers cut five-year veteran Antonio Hamilton on Monday, reportedly because they had enough nickel cornerbacks and wanted to keep extra outside corners. Meanwhile he could be an option to help shore up the inside corner spot while also contributing on special teams. Hamilton played over 75% of both the Giants’ and Chiefs’ special teams snaps in 2019 and 2020 respectively. Another veteran, Rashaan Melvin, was cut by the Panthers after the additions of Jaycee Horn and A.J. Bouye made him expendable. Melvin’s a Waukegan native who attended Northern Illinois, so there’s an opportunity for him to have a homecoming of sorts as well.

There are plenty of other intriguing names out there and it’s almost certain that many of these corners will find new homes with new teams. The only question is whether anyone will be making Halas Hall their new home.

Demand five precepts to aid social-media watchdogs - Nature.com

Early this August, Facebook shut down the personal and organizational accounts of researchers associated with New York University’s Ad Observatory, a project in which informed volunteers allow study of advertising targeted to their accounts. Facebook said its move was necessary to “protect people’s privacy” and to comply with orders from the Federal Trade Commission. The FTC gave an unusually public response. It published a statement saying that its restrictions do not bar “good-faith research in the public interest”.

This marks an opportunity for anyone who thinks that social media’s effects on democracy and society should be open to scrutiny. It is time to lay down ground rules to empower public-interest research on social media.

In a collaboration with Elizabeth Hansen Shapiro at the Tow Center for Digital Journalism in New York City, I and other colleagues interviewed dozens of researchers, journalists and activists who study how social-media platforms affect democratic participation. Almost all named barriers to data access as a major obstacle, even those who helped to design Social Science One, a highly touted academia–industry partnership to study the spread of misinformation.

Researchers have techniques for dealing with the lack of information the platforms provide, although many such techniques are vulnerable to legal threats or restrictions. Ad Observatory asks for ‘data donation’ from a panel of web users who install a plug-in that allows researchers to study some aspects of the web users’ online activity.

Another technique involves scraping — automated collection of content that appears to the general public or logged-in social-media users. This produces data sets such as PushShift, the most comprehensive archive of content available on the Reddit online discussion forum. Another is Media Cloud, a project I maintain with colleagues at several institutions to index millions of news stories a day and allow study of word frequencies over time. Its automated retrieval and data-storage features are technically identical to a search engine’s, and thus prohibited by the non-negotiable terms of service required by most social-media platforms.

Until 2020, the United States’ troublingly vague Computer Fraud and Abuse Act made researchers who violated a website’s terms of service vulnerable to felony charges. That year, academic researchers argued successfully that using multiple social-media accounts to audit for discrimination should not be considered a criminal activity. A federal court agreed that “mere terms-of-service violations” do not merit criminal charges.

Although the ruling is welcome, uncertainty for researchers remains, and social-media companies actively hinder their work. The FTC’s endorsement of ‘good-faith research’ should be codified into principles guaranteeing researchers access to data under certain conditions.

I propose the following. First, give researchers access to the same targeting tools that platforms offer to advertisers and commercial partners. Second, for publicly viewable content, allow researchers to combine and share data sets by supplying keys to application programming interfaces. Third, explicitly allow users to donate data about their online behaviour for research, and make code used for such studies publicly reviewable for security flaws. Fourth, create safe-haven protections that recognize the public interest. Fifth, mandate regular audits of algorithms that moderate content and serve ads.

In the United States, the FTC could demand this access on behalf of consumers: it has broad powers to compel the release of data. In Europe, making such demands should be even more straightforward. The European Data Governance Act, proposed in November 2020, advances the concept of “data altruism” that allows users to donate their data, and the broader Digital Services Act includes a potential framework to implement protections for research in the public interest.

Technology companies argue that they must restrict data access because of the potential for harm, which also conveniently insulates them from criticism and scrutiny. They cite misuse of data, such as in the Cambridge Analytica scandal (which came to light in 2018 and prompted the FTC orders), in which an academic researcher took data from tens of millions of Facebook users collected through online ‘personality tests’ and gave it to a UK political consultancy that worked on behalf of Donald Trump and the Brexit campaign. Another example of abuse of data is the case of Clearview AI, which used scraping to produce a huge photographic database to allow federal and state law-enforcement agencies to identify individuals.

These incidents have led tech companies to design systems to prevent misuse — but such systems also prevent research necessary for oversight and scrutiny. To ensure that platforms act fairly and benefit society, there must be ways to protect user data and allow independent oversight.

Part of the solution is to create legal systems, not just technical ones, that distinguish between bad intent and legitimate, public-spirited research that can help to uncover social media’s effects on economies and societies.

The influence of social-media companies is undeniable, and executives such as Facebook co-founder Mark Zuckerberg sincerely believe that their platforms make the world a better place. But they have been unwilling to give researchers the data to demonstrate whether this is so. It is time for society to demand access to those data.

Ball State Golf Remembers Brittany Kelly - BallStateSports.com

Brittany Kelly, a former Ball State women's golf standout and one of the top playing and teaching PGA assistant professionals in the country, passed away on Tuesday (Aug. 31). She was 32 years old.
 
"We are profoundly saddened to hear of the passing of Brittany Kelly," Ball State women's golf head coach Katherine Mowat said. "Her impact on not only our program, but on the game of golf in the state of Indiana and the country is immeasurable. She was a fierce competitor who would never back down from a challenge, all the while being one of the most gracious teachers and promoters of the game. On behalf of the Ball State athletics family, we share our deepest condolences to the entire Kelly family."
 
Kelly, who was diagnosed with ovarian cancer in the fall of 2019, was recently named the 2022 Indiana PGA Golf Professional of the Year. The first female recipient of the honor, which originated in 1955, Kelly started her professional career at The Hawthorns Golf & Country Club in Fishers and most recently worked at Woodland Country Club in Carmel.
 
In addition, for her contributions over her entire golf career, starting as a player in junior events with the Indiana Junior Tour, the Indiana Section of the PGA named the Indiana PGA Women's Player of the Year Award in Kelly's honor.
 
Beginning this year, the award will be officially known as the Brittany Kelly Indiana PGA Women's Player of the Year Award.


 
A three-time All-Mid-American Conference selection and a two-time All-American Scholar over her Cardinals career which spanned from 2007-11, Kelly became the first Ball State women's golfer selected for an NCAA Regional during a phenomenal senior season in 2010-11. She set BSU records for single-season scoring average (75.06), career average (76.43) and 54-hole tournament score (215).
 
For her record-setting golf career at Ball State, Kelly will be inducted into the Ball State Athletics Hall of Fame on September 24, 2021. She will be the first women's golfer to earn a spot among the storied list of Ball State athletes and contributors.
 
After her Ball State playing career, Kelly went on to play two years on the LPGA Symetra Tour and developed into of the top playing and teaching PGA assistant professionals in the county.
 
In 2019, Kelly was named the Indiana Women's PGA Player of the Year after leading Team USA to victory at the inaugural Women's PGA Cup, competing in her first LPGA major at the KPMG Women's PGA Championship and winning the Indiana PGA Assistants Championship against a field of men.
 


Kelly also won her second Indiana Women's Open title in 2019 to go along with the Indiana Women's Amateur championship she won while at Ball State in 2009. Kelly qualified for the National PGA Assistants Championship in 2016, 2017 and 2019 and for the PGA Professional National Championship in 2018 and 2020, competing against the men in both.
 
The 2017 Indiana PGA Section Assistant of the Year, she also serves on the National PGA Tournament Committee and Indiana Section PGA Board of Directors.

Rankin chief in top five for Texas SOTY - Odessa American

Five public school administrators from across Texas were selected as state finalists for the annual Superintendent of the Year (SOTY) award. Sponsored by the Texas Association of School Boards (TASB), the SOTY program has recognized exemplary superintendents for excellence and achievement in educational leadership since 1984.

Among the 2021 finalists is Samuel Wyatt, Rankin ISD, Region 18. Others include Courtney Hudgins, East Bernard ISD, Region 3; Mark Estrada, Lockhart ISD, Region 13; H.T. Sanchez, Plainview ISD, Region 17; and Jeanette Ball, Judson ISD, Region 20.

The state selection committee, which interviewed regional winners Aug. 27-28, targeted such issues as the board-superintendent relationship, advocacy, the impact of the pandemic on Texas schools, and education innovations.

Wyatt has 19 years of experience as an administrator and has been at the helm of Rankin ISD for four years. The committee was drawn to Wyatt’s palpable enthusiasm and genuine concern for the individual students in his district, their unique needs, and their overall well-being. In this West Texas district of around 300 students, planning starts with students, and programs are molded to fit their needs, a news release said.

This energetic superintendent lives by the dictum that actions are more powerful than words. He believes his most important work is not done behind his desk but out in the district, modeling positive values for students and staff. Known as an innovator, Wyatt has brought outside-the-box thinking to hiring and operations, and he used thoughtful investment strategies to turn around the district’s finances, the release said.

Candidates are chosen for their strong leadership skills, dedication to improving educational quality, ability to build effective employee relations, student performance, and commitment to public involvement in education. All Texas superintendents are eligible for nomination by their school boards. Local nominees are submitted to a regional selection committee, which chooses one nominee to send to the state selection committee.

Patriots: Cam Newton-Mac Jones high-five incident sums up their relationship - Musket Fire

The New England Patriots capped off their preseason slate with a 22-20 win over the New York Giants on Sunday night.

There was a lot to like about the performance. Not only did the Pats’ pass rush continue to show signs that it could be a dominant force this season, but JJ Taylor once again stole the show in the backfield, posting 76 rushing yards on nine carries.

That’s all we have to say about that. After all, fans are fixated on the ongoing quarterback competition between Cam Newton and Mac Jones.

Given the performance Jones turned in, the No. 15 overall pick only strengthened his chances of being named the Week 1 starter.

Despite being a rookie, Jones is showing great chemistry with his receivers. However, the same can’t be said regarding his rapport with Newton.

After Jones threw his first NFL touchdown in the third quarter, Newton desperately wanted to give his teammate a high-five. The only problem? Jones had no idea the former MVP was trying to chase him down.

This high-five incident between Cam Newton and Mac Jones is a must-see for Patriots fans.

We’ve all been there.

You really can’t fault Jones for leaving Newton hanging … even though Newton waited for a good 10 seconds for Jones to acknowledge him. The rookie’s adrenaline was probably through the roof after he connected with Isaiah Zuber for his first TD and he already had teammates lined up on the sidelines waiting to congratulate him.

In many ways, this incident perfectly sums up their relationship. It might not seem like it given that fans and the media are pinning them against each other, but the two quarterbacks are actually incredibly close behind the scenes.

Whenever Newton is given the opportunity to speak on Jones, he lauds the 22-year-old’s talent and gives the Patriots major credit for drafting him.

The same can be said for Jones, who praised Newton’s leadership after their hilarious miscommunication on Cam’s high-five attempt.

This is just awesome. The best part? Despite the fact that they’re entrenched in a nationally-covered QB competition, Newton and Jones are both rooting for each other.

Regardless of who wins the starting job — and when Jones eventually takes over on a permanent basis –you can bet that they’ll be sharing laughs on the sidelines and in the locker room throughout the season.

What more could Bill Belichick ask for?

Aug 31 (Reuters) - Benchmark German bond yields rose to the highest in over five weeks on Tuesday after a higher-than-expected inflation reading and an ECB policymaker called on the bank to reduce its emergency bond purchases as soon as the next quarter.

Robert Holzmann, governor of Austria’s central bank, said the bank was in a situation where it could think about reducing buying and added he expected the issue to be discussed at the bank’s policy meeting next week.

Bank of France governor Francois Villeroy de Galhau had also struck a more hawkish tone on Monday when he said the ECB should take into account the recent improvement in financing conditions when discussing the future of the pandemic purchases.

Holzmann’s call to start tapering bond purchases followed data showing euro zone inflation increased to 3% year-on-year in August, the highest in a decade, far above the European Central Bank’s 2% target and a 2.7% forecast by a Reuters poll.

Core inflation, a narrower reading that strips out volatile food and energy costs, also rose to 1.6%, compared to expectations for a 1.4% rise.

Germany’s 10-year yield, the benchmark for the euro area, rose 5 basis points to a high of -0.383%, the highest since Jul 22.

Italian 10-year yields rose to a high of 0.7050%, up 8 basis points, pushing the closely watched gap with German 10-year yields to 109 bps.

“Holzmann definitely accelerated the move higher in yields but it started earlier in the day and continued afterwards. Inflation was a factor, although I would argue that the immediate policy implications are limited,” Antoine Bouvet, senior rates strategist at ING, said.

TEMPORARY SPIKE?

Though bond markets have closely focused on inflation readings this year, initial price action following the data was limited.

Inflation came in above the ECB’s target for a second consecutive month and was expected to rise further over the remainder of this year.

However, the increase is considered to be temporary as it is driven by transitory factors and policymakers say it will languish well below the bank’s target for years to come.

Ludovic Colin, portfolio manager at Vontobel Asset Management, said the European Central Bank’s new symmetric 2% inflation target, which allows for temporary overshoots, was keeping markets calm regarding rising inflation.

Elsewhere, following the summer lull, issuance will see the busiest week since mid-July, Commerzbank said.

On Tuesday, Italy raised 7.75 billion euros ($9.17 billion)from the re-opening of five and 10-year bonds, alongside a seven-year floating-rate bond, with the five-year issued at a record low yield of -0.01%.

The Netherlands raised 2 billion euros from the re-opening of a four-year bond.

Further supply is expected as soon as Wednesday, with Greece hiring a syndicate of banks to re-open a five and a 30-year bond, and Germany hiring banks to sell a new 30-year bond on Tuesday.

“I think supply pressure also shoulders some of the blame (for the sell-off),” ING’s Bouvet said.

Five Golden Knights battle for World Championship Tonight - Clarkson Golden Knights

The IIHF Women's World Championship will once again come down to a USA vs Canada showdown tonight.  The US team will be looking to erase the memory of a 5-1 loss in the preliminary round, while Canada will be looking to build off of a championship here as they head into preparation for the 2022 Winter Olympics.

Team USA features former Clarkson defenseman, Savanah Harmon.  She has contributed 1 assist in 5 games for the US.  

Team Canada is lead by 4 former Golden Knights. On the blueline, Ella Shelton, Erin Ambrose, & Renata Fast anchor down a great team defense for Canada and Jamie Lee Rattray has 3 goals and 1 assist in 6 games.  Both Ambrose and Fast have 2 goals and 3 assists in 6 games.  Shelton has a goal and 2 assists.

Fall Ball Schedule at Alexander Announced - Purdue Boilermakers

WEST LAFAYETTE, Ind. – Fall exhibition games on consecutive Saturdays in October highlight Purdue baseball's fall ball slate at Alexander Field, which also features a host of scrimmages that are open to the public.

The Boilermakers' 45-day fall practice calendar begins Thursday, Sept. 9 and features 18 events that are open to the public (with free admission).

Purdue is slated to host a pair of top-notch NJCAA teams for October exhibition games. Wabash Valley (53-5 in 2021) returns to Alexander on Saturday, Oct. 9. John A. Logan (42-18 in 2021) visits campus the following Saturday (Oct. 16). Both games are slated for a 1 p.m. ET first pitch.

The annual three-game Black & Gold Series is set for Oct. 21 to 23 and marks the end of the fall practice. All three games will be played regardless of the results. They are expected to be afternoon matinees. The start time of Saturday's series finale is contingent upon Purdue football's kickoff time that day, which likely will not be announced until Oct. 11.

The coaching staff has designated a dozen practice dates as scrimmage days, which are also open to the public. Scrimmages are primarily slated for Tuesdays, Fridays and Saturdays. The Boilermakers have open scrimmages set for Friday and Sunday of Homecoming Weekend (Oct. 1-3) on campus. Scrimmages begin at approximately 2:30 p.m. Dates and times are subject to change based on weather.

Purdue football has home games on Saturday, Sept. 25 and Saturday, Oct. 23. The Alexander Field parking lot west of the stadium will be unavailable for baseball parking on those dates. Fans interested in attending baseball scrimmages on those dates need to park in the gravel Grand Prix lots on the west side of the access road that runs from Cherry Lane to softball's Bittinger Stadium. Additionally, on Friday, Sept. 24 and Friday, Oct. 22, the baseball lot needs to be cleared by 5 p.m. in preparation for reserved football parking beginning at 6 p.m. Towing will begin at 5 p.m. on those Fridays.

Ball State Tabbed as Favorites by League's Coaches - BallStateSports.com

CLEVELAND, Ohio – After winning the Mid-American Conference Championship in 2020, the Ball State football team was picked to run it back by the league's head coaches, the conference office announced Tuesday.

The Cardinals, who were also chosen to win the league for a second consecutive season by the annual media poll, received nine first-place votes to win the West Division and four votes to claim the championship crown.

Overall, Ball State received 65 points, which was tops in the league, followed by East Division favorite Kent State (63). The Cardinals were picked ahead of Western Michigan (53), Toledo (51), Central Michigan (39), Eastern Michigan (26) and Northern Illinois (18) in the West.

Ball State is coming off one of the most memorable seasons in program history, finishing 2020 with a 7-1 (5-1 MAC) record. The defending MAC Champs won their last seven games to claim the MAC West Division title, a MAC Championship Game victory, and a win over No. 19 San Jose State in the Arizona Bowl.

Led by sixth-year head coach Mike Neu, the Cardinals return 20 starters (10 offensive, 10 defensive) and three key specialists from the team which finished the year ranked at No. 23 in both the AP Top 25 and the Amway Coaches Poll. Among Ball State's returning players are 16 "super seniors" who will take advantage of the extra year of eligibility granted to student-athletes by the NCAA due to the COVID-19 pandemic.

In addition, BSU welcomes back 10 of 12 All-MAC honorees from a year ago, highlighted by First-Team All-MAC selection and Co-Defensive Player of the Year Brandon Martin (ILB). Aug 31 (Reuters) - Benchmark German bond yields rose to the highest in over five weeks on Tuesday after a higher-than-expected inflation reading and an ECB policymaker called on the bank to reduce its emergency bond purchases as soon as the next quarter.

Robert Holzmann, governor of Austria’s central bank, said the bank was in a situation where it could think about reducing buying and added he expected the issue to be discussed at the bank’s policy meeting next week.

Bank of France governor Francois Villeroy de Galhau had also struck a more hawkish tone on Monday when he said the ECB should take into account the recent improvement in financing conditions when discussing the future of the pandemic purchases.

Holzmann’s call to start tapering bond purchases followed data showing euro zone inflation increased to 3% year-on-year in August, the highest in a decade, far above the European Central Bank’s 2% target and a 2.7% forecast by a Reuters poll.

Core inflation, a narrower reading that strips out volatile food and energy costs, also rose to 1.6%, compared to expectations for a 1.4% rise.

Germany’s 10-year yield, the benchmark for the euro area, rose 5 basis points to a high of -0.383%, the highest since Jul 22.

Italian 10-year yields rose to a high of 0.7050%, up 8 basis points, pushing the closely watched gap with German 10-year yields to 109 bps.

“Holzmann definitely accelerated the move higher in yields but it started earlier in the day and continued afterwards. Inflation was a factor, although I would argue that the immediate policy implications are limited,” Antoine Bouvet, senior rates strategist at ING, said.

TEMPORARY SPIKE?

Though bond markets have closely focused on inflation readings this year, initial price action following the data was limited.

Inflation came in above the ECB’s target for a second consecutive month and was expected to rise further over the remainder of this year.

However, the increase is considered to be temporary as it is driven by transitory factors and policymakers say it will languish well below the bank’s target for years to come.

Ludovic Colin, portfolio manager at Vontobel Asset Management, said the European Central Bank’s new symmetric 2% inflation target, which allows for temporary overshoots, was keeping markets calm regarding rising inflation.

Elsewhere, following the summer lull, issuance will see the busiest week since mid-July, Commerzbank said.

On Tuesday, Italy raised 7.75 billion euros ($9.17 billion)from the re-opening of five and 10-year bonds, alongside a seven-year floating-rate bond, with the five-year issued at a record low yield of -0.01%.

The Netherlands raised 2 billion euros from the re-opening of a four-year bond.

Further supply is expected as soon as Wednesday, with Greece hiring a syndicate of banks to re-open a five and a 30-year bond, and Germany hiring banks to sell a new 30-year bond on Tuesday.

“I think supply pressure also shoulders some of the blame (for the sell-off),” ING’s Bouvet said.

Polaroid is adding to its line-up of products that mix retro looks with modern smarts. The new Polaroid Now+ is an analog camera with Bluetooth connectivity and five physical lens filters. It's the first time the company has included the latter out of the box. You can clip the filters on to the camera's lens to saturate or deepen the contrast of your photos, or add new effects like starburst, red vignette, and orange, blue and yellow colors.

The new camera, which is out today for $150, is essentially an updated version of last year's Polaroid Now. This time, there's a new Blue Gray colorway (alongside white and black) that ditches the company's rainbow-colored strip for a more muted look. Polaroid also integrated the camera’s light sensor into the lens stage to accommodate the different filters. On top of the core autofocus, dynamic flash, and self-timer functions, the snapper now comes with a tripod mount.

What's more, Polaroid has made way for improvements on the software side. The Polaroid Originals app now boasts a new, streamlined design with new features including aperture priority and tripod mode, designed to offer more control over depth of field and long exposures. You can also swipe between light painting, double exposure and manual mode. The Polaroid Now+ camera is available online exclusively through Polaroid.

My buddy and I were recently sitting out a lightning storm in the cart barn when he came up with a good question related to the One Ball rule. When play is suspended due to inclement weather (or any other reason, really), and the player marks his ball on the hole, does he have to finish the hole with the same ball once play resumes?

It is a good question, and one with a simple answer: No. When the One Ball Local Rule is being used, under Rule 5.7(d), a player can replace a ball when resuming play, so long as it’s the same type and model as detailed by a single entry on the confirming ball list. It doesn’t even need to be the same number.

Five stories that will shape the next 25 years of USF football - Tampa Bay Times

As USF begins its 25th season of football, we know where the Bulls have been — from a Division I-AA independent based out of some trailers to a Group of Five program that once reached No. 2 in the country.

But where are the Bulls going? Here are the five stories that will shape the next 25 years (and more) of USF football:

1. Conference realignment

The Bulls are on their third conference (the American Athletic Conference, after stints in Conference USA and the Big East) and have been independents in I-AA and I-A. It’s foolish to predict their league for 2026, let alone 2046. The landscape is too unstable.

USF’s most pressing issue centers on the Big 12, which will be without powerhouses Texas and Oklahoma on or before the 2025 season. The Big 12 may choose to expand. If it does, USF should make another aggressive push to join, just as it did in 2016. If successful, the Bulls would rise from a mid-major conference to a Power Five league, even if the Big 12 has a lot less power than it did two months ago. Other short-term scenarios include the Big 12 doing nothing, the AAC poaching Big 12 schools and the leagues merging.

Another, long-term possibility: The best and biggest football programs break away from the NCAA to form a premier league. In this hypothetical, USF would either have to prove its worth and financial commitment to competing at the highest level, or it would have to accept its role as a mid-tier program.

Regardless, the financial and philosophical impacts of realignment will affect everything else, including …

2. Facilities

USF has come a long way from its trailer complex but still has a lot of work to do. The Bulls hope to break ground on an indoor practice facility this fall, about four years after unveiling plans to build one. A football operations center remains in USF’s long-term vision, though it isn’t yet close to becoming a reality.

Though coaches’ claims that new facilities boost recruiting may be overblown, new buildings are a tangible sign of a school’s investment in the program and solve logistical problems — like the daily summer showers. For players, this is the Bulls’ most pressing long-term issue.

3. On-campus stadium

Athletic director Michael Kelly and coach Jeff Scott both have talked optimistically about building an on-campus stadium … at some point. It would generate a buzz that isn’t possible with the current setup and create a more intimate setting than what the Bulls have now at Raymond James Stadium. It would also cost upwards of $200 million.

That price tag isn’t feasible in the coming months. But over the next 25 years? That’s a different story. Whether and when the Bulls seriously pursue a new stadium will affect everything from recruiting and finances to public perception and realignment.

4. Transfer portal

The NCAA’s recent decision to let athletes transfer once without losing eligibility can be transformative for USF.

The Tampa Bay area and Florida as a whole produce dozens of great recruits that sign elsewhere. Some of them end up unhappy and will want to go closer to home. The Bulls should be an attractive landing spot. That’s already showing, with USF landing nine new transfers from Power Five schools.

If the Bulls can keep adding promising players like TJ Robinson (a Riverview High product who initially signed with Rutgers) while keeping poachers away, they can build one of the most talented rosters in the Group of Five.

5. Administration

The Bulls’ situation would be drastically different if then-president Judy Genshaft and athletic director Doug Woolard had been able to get them into a Power Five league when the Big East crumbled. Kelly and USF’s next president must try to accomplish that task.

Beyond conference affiliation, Scott saw firsthand how Clemson became a powerhouse when its president, athletic director and coach were all aligned. The new president, whenever he/she is hired, will have an enormous role in deciding how committed USF wants to be in athletics. And that will help determine the future of the Bulls’ next 25 years.

The Philadelphia Housing Authority is set to complete construction of the NC Five apartment complex, located on Berks Street near 10th, by Oct. 1. 

The construction is part of the Philadelphia Housing Authority’s jurisdiction, northeast of Temple University’s campus and it is the fifth phase of the PHA’s North Central Choice Neighborhood: Housing Plan, a five-phase project to provide affordable housing for the North Central Philadelphia neighborhood. 

PHA owns the construction, but Rose Community Management is in charge of finding tenants and maintaining the building, said Pat Coley, community manager of the property.

“Our construction crews are definitely working on the final touches,” Coley said. “We are going through our closing punch list to sign over the property for residency.”

The goal of the project is to house local Philadelphia residents that belong to the Rental Assistance Demonstration program of PHA, which provides affordable housing to community members. The RAD program will get help from public housing agencies and city public equity to give community members access to long-term homes and sometimes home ownership, Coley said. 

NC Five apartments will also utilize the Low-Income Housing Tax Credit Program that is a part of the Pennsylvania Housing Finance Agency, Coley said.

“Many of the units have tax credit, which means there is a subsidy on the house,” said Donna Richardson, Norris Community Council president. “You get a four bedroom house with two baths, and where you have to pay $2,500 around the city, you only have to pay between $900 to $1,200. It gives people housing they cannot normally afford.”

Other units within the complex are available for anyone, including Temple students, Coley said. 

The building is replacing a 147-unit low-rise public housing development that was built in the late 1950s, The Temple News reported

“There were 147 homes present, and we asked to be given 147 units of the construction back to the people at PHA, and they did that,” Richardson said.

The building will be used for residential units with the potential of one commercial space. 

“Ninety-nine point nine percent of the building will be residential, but we want to have one commercial space on the bottom floor,” Coley said. “Hopefully it’s a coffee shop.” 

The building will also offer studio apartments, as well as apartments ranging in size from one to three bedrooms, Coley said.

The COVID-19 pandemic did not have a large effect on the construction of the complex but did stall construction crews during the initial shutdown in 2020, Coley said.

North Central businesses are not affected by the construction of the complex on the east side of Temple University, employees at local businesses said.

“There is always a lot of construction happening around here,” said Lena Idrissi who works at Pharmacy of America IV on 9th street near Norris and Berks. “We do not really notice anything new, but we will take the new people around.” 

Tenants from PHA and from Rose Community Management, will be allowed to move into the new building once construction checklists are finalized and once residential inspections are completed, Coley said. 

“As long as we were given our 147 units back, we are happy, and the units can be filled with Temple students or Philly residents,” Richardson said.

U.S. Education Department Investigates 5 States Over Mask Mandate Bans - The New York Times

WASHINGTON — The Education Department has initiated investigations into five states whose prohibitions on universal mask mandates in schools may run afoul of civil rights laws protecting students with disabilities, federal officials announced Monday.

The department’s civil rights head wrote to state education leaders in Iowa, Oklahoma, South Carolina, Tennessee and Utah, notifying them that the department’s Office for Civil Rights would determine whether the prohibitions are restricting access for students who are protected under federal law from discrimination based on their disabilities, and are entitled to a free appropriate public education.

The investigations make good on the Biden administration’s promise to use the federal government’s muscle — including civil rights investigations and legal action — to intervene in states where governors and other policymakers have come out against mask mandates in public schools. The Centers for Disease Control and Prevention recommends that everyone in schools wear masks, regardless of vaccination status.

In letters to state leaders, the acting assistant secretary for civil rights said the department would explore whether the prohibitions “may be preventing schools from meeting their legal obligations not to discriminate based on disability and from providing an equal educational opportunity to students with disabilities who are at heightened risk of severe illness from Covid-19.”

The department said it has not opened investigations in Florida, Texas, Arkansas or Arizona because those states’ bans on universal indoor masking are not being enforced in schools because of litigation or other state action.

Sydnee Dickson, Utah’s superintendent of public instruction, said in a statement on Monday that while she appreciated the federal department’s efforts to protect children, she believed “they have unfairly defined Utah as a state where mask mandates cannot occur.”

She said that the state’s law left the decision up to local officials, and that several counties had implemented them. She noted that the C.D.C., in March, studied a Utah district as an example of how elementary schools had reopened without significant outbreaks.

Oklahoma and South Carolina education officials signaled that they opposed their states’ prohibitions on mask mandates.

Joy Hofmeister, Oklahoma’s superintendent of public instruction, said in a statement that the State Department of Education planned to cooperate with the investigation. Oklahoma’s law against mask mandates “is preventing schools from fulfilling their legal duty to protect and provide all students the opportunity to learn more safely in person,” she said.

In a statement, the South Carolina Department of Education said that the state superintendent “has repeatedly implored the legislature to reconsider” a recently passed proviso on mask mandates, which it said was being challenged in court.

The department said it “is particularly sensitive to the law’s effect on South Carolina’s most vulnerable students.”

Brian Symmes, the communications director for Gov. Henry McMaster of South Carolina, wrote in a statement that the federal investigation by the Education Department was “another attempt by the Biden administration to force a radical liberal agenda on states and people who disagree with them.”

He continued, “Under South Carolina law, anybody who wants to wear a mask — in a school setting or elsewhere — is free to do so, but the governor isn’t going to ignore a parent’s fundamental right to make health decisions for their children.”

Officials in the education departments of Iowa and Tennessee acknowledged they received and were reviewing their letters.

Earlier this month, President Biden announced he had directed his education secretary, Miguel A. Cardona, to use the agency’s broad power to intervene in states where governors had blocked mask mandates.

Dr. Cardona has said he is particularly perturbed by prohibitions in places where the Delta variant of the coronavirus has sent cases surging. He said that he has heard from desperate parents who fear sending their immunocompromised and medically vulnerable children into schools that do not have universal masking.

This month, parents of children with disabilities sued Gov. Greg Abbott of Texas, a Republican, over his ban on mask mandates in public schools, arguing that his order prevented their medically at-risk children from being able to attend school safely.

“The department has heard from parents from across the country — particularly parents of students with disabilities and with underlying medical conditions — about how state bans on universal indoor masking are putting their children at risk,” Dr. Cardona said in a statement announcing the investigations.

Millions of public school children qualify for special education services that often require hands-on instruction and other services and therapies. And the population has been a priority to get back into classrooms after experiencing steep academic and social setbacks as a result of school closures during the pandemic.

The department will specifically look at whether the state bans violate Section 504 of the Rehabilitation Act of 1973, which includes “the right of students with disabilities to receive their education in the regular educational environment, alongside their peers without disabilities, to the maximum extent appropriate to their needs,” the department said.

It will also look at whether statewide prohibitions violate Title II of the Americans With Disabilities Act of 1990, which prohibits disability discrimination by public entities.

The department said the investigations are not indicative of a violation, which could result in a state losing federal funding. Most investigations result in resolution agreements between the agency and the state.

THE CONCACAF FORMAT

Concacaf has 35 FIFA-affiliated member associations eligible to participate in the World Cup. Under a format revamped in part due to the global pandemic, there are a total of three rounds of competition. At the start, the top five highest ranked Concacaf teams received an automatic place in the Final Round.

In Round 1, teams ranked 6-35 were drawn into six groups of five and played a single round-robin (two home and two away), with group winners qualifying for the second round.

In Round 2, the six first round group winners played in a two-legged home-and-away series. The three winners will advance to the final round.

With a total of eight teams – otherwise known as The Octagonal - the Final Round consists of 14 matches (seven home and seven away). Previously, only six teams made the Final Round, which means there are two additional participants competing for the same number of spots.

THE SCHEDULE

Again due to the global pandemic, a process that was meant to begin one year ago now kicks off in the first week of September 2021. As a result, teams will go through a grueling schedule that includes 14 matches in a seven-month span.

WEST LONG BRANCH, N.J. -- Monmouth University men's basketball coach King Rice has been given a five-year contract extension through the 2025-26 season.

University president Patrick Leahy and athletic director Jeff Stapleton announced the deal on Monday. Terms were not disclosed.

Rice was voted Metro Atlantic Athletic Conference coach of the year last season for the third time, just the third coach in the conference's history to accomplish that. He led the Hawks to a regular-season title, his third, and has 161 wins in 10 seasons.

"For the last decade he has led our men's basketball program to a number of impressive campaigns, including three regular-season titles, all the while ensuring his student-athletes graduate," Stapleton said. "The program continues to move in a positive direction, and we are looking forward to more success in the coming years."

In his Monmouth tenure, Rice has coached 16 All-MAAC selections, including six first-team choices as well as five major award winners. His 2015-16 team had a program-record 28 wins.
