The U.S. Department of State says the ball is now President Vladimir Putin's court over the crisis over Ukraine after the U.S. rejected Russia’s main demands. "Russia just got our responses yesterday, they made clear to us that they need a little time to study them," said Under Secretary of State for Political Affairs Victoria Nuland. "So from where we are standing, the ball is in their court, but we are ready for talks bilaterally, NATO-Russia, OSCE whenever they are ready." Tensions have soared in recent weeks, as the United States and its NATO allies expressed concern that a buildup of about 100,000 Russian troops near Ukraine signaled that Moscow planned to invade its ex-Soviet neighbor. Russia denies having any such designs - and has laid out a series of demands it says will improve security in Europe.
